Code of Conduct - Ministry of Magic

1. General Rules

1.1 – Respecting everyone regardless of rank, race, gender, religion, sexual orientation, colour, or disability.
1.2 – Wearing obscene or offensive outfits is prohibited within the Ministry’s rooms and whilst representing MoM externally.
1.3 – Asking for pay, or rights is prohibited.
1.4 – Effects are allowed everywhere except those that make users invisible, and dancing is only allowed in the lobby, events area, or throughout HQ when a DJ from Potterwatch is active.
1.5 – MoM members must remain active at their station. If they are idle or inactive, they may face disciplinary action. Members with room rights can remove inactive members if they don’t respond within 3 minutes when called. Inactive members will be sent to FTB using the furni bop and may be reprimanded based on the pay guide.
1.6 – Profile and online time must always be visible.
1.7 – All official communication must take place in official servers with Foundation members present, except for feedback, private conversations, or interviews.
1.8 – Users with offensive, discriminatory, or explicit names, like slurs or inappropriate terms, will not be recruited to the Ministry. If you are unsure if a user’s name is appropriate or not, please request help via the help desk.
1.9 – When recruiting, members must check that the person’s account was created at least one day ago.

2. Uniform & Motto

2.1 – The MoM uniform is to be worn by all employees until 3rd Year Student, except during the uniform-free weekends, from Saturday 12am EST to Monday 12am EST.
2.2 – Muggles and 1st & 2nd Year Students must wear the Standard Rank uniform. 1st and 2nd Year Students can change the color to match their House (Yellow, Red, Blue, or Green).
2.3 – Members ranked 3rd Year Student and above don’t have to wear a uniform, but must maintain an appropriate appearance. If a higher-ranked member asks for a change, they must comply, or face disciplinary action.
2.4 – Uniforms are as seen at the bottom of this section, and are to be found on mannequins in the base.
2.5 – Mottos should follow this format: [MoM] Rank [promoters tag] [your tag]. Members ranked Honourable/Dishonourable (5iC) and above may choose to include their tag in their motto but it is not mandatory.
2.6 – Members ranked Honourable (5iC) and above may alter their motto, as long as it remains clear and uncluttered. If a higher-ranked member requests a change, they should comply.
2.7 – Members must change their motto if requested by security or a higher-ranked member.

3. Department Regulations

3.1 – 7th Year Students and above must join a department within 14 days. A reminder will be sent, and failure to join by then will result in a demotion to 6th Year Student. They may return to their previous rank once they join a department.
3.2 – If a member ranked 7th Year Student or above leaves a department, they must join a new department within 14 days, or the process in clause 1 will apply. Trial iCs cannot be promoted without being in a department. If they don’t join a department during their program, the same rules will apply. Members in S.P.E.W. (Sorting for the Promotion of Elvish Welfare) must be active in a department before they can be promoted to a full iC position.
3.3 – Transfer and reinstated members must join a department within 14 days, or they will be subject to the same guidelines mentioned above.
3.4 – An exception to the disciplinary procedures for failing to join a department within 14 days is if the member’s application is still under assessment. If accepted, they will not face a demotion. Other exceptions may be granted with Foundation approval. Additionally, a member cannot be part of more than two department command teams.
3.5 – A Founder’s Representative temporarily acts on behalf of the department’s original iC member until they return. The representative has the authority to oversee and guide the department, but major changes should wait until the department deputy returns. The representative must carry out their role respectfully toward the department deputy.
3.6 – Members are recommended to join no more than 3 departments, but they can join as many as they can manage, as long as they remain active in each one.
3.7 – Department Directors can refuse an application or dismiss a member at their discretion, typically for inactivity or termination of employment in The Ministry. If a director does not follow Regulation 4 regarding inactivity limits, they may be removed from their rank and department at the Foundation’s discretion.
3.8 – Members may hold a maximum of two command positions within departments. If they wish to take on another role, they must step down from one of their current positions.

4. Alternate Accounts

4.1 – A user may have up to 6 ALT accounts tied to MoM.
4.2 – A user may request the ALT Account badge by filling out the proper form.
4.3 – All ALT’s must wear the ALT Badge at all times and present their main’s account username on their Motto.
4.4 – ALT’s may not fill stations or perform any official duties.
4.5 – The only exception for the rule above is if the user’s main account is hacked or banned. In this case, they should contact the OOTP for further assistance.

5. Station Priority

5.1 – FTF is the priority until it reaches 50% capacity. After that, members can use FTS.
5.2 – Members at FTF who recruit a Muggle (handling their badge, uniform, and motto) get first priority to train them. They can choose to train or pass the opportunity to someone else.
5.3 – If someone is waiting at a station, that spot becomes a priority.
5.4 – Higher ranked members should give up their seats to lower ranked members when stations are full.
5.5 – Do not take another member’s seat if they are at attention, promoting someone, or briefly retrieving a hand item. If this happens, the original member may request their seat back.

6. Promotion Policy

6.1.1 – Ministry members ranked 3rd Year Student and above may promote.
6.1.2 – Promotion jurisdiction is one division below the member’s current division. Members may not be promoted within their division. Those ranked Dis/Honourable (5iC) and above can only promote up to the last rank within Head Professor/Voldemort’s Army.
6.1.3 – Order of the Phoenix and Foundation are the authorities in charge of promotions regarding those of 5iC and above. Any founder may overrule any promotion policy at their discretion.
6.1.4 – The minimum time spent in base needed for a person to conduct a promotion is 10 minutes. The promoter must be participating in FTF for this promotion to be accepted. The promotee must have also participated in a minimum of 10 minutes at FTF.
6.1.5 – Hovering is forbidden. Hovering is standing in tiles near the member you want to promote 2 minutes earlier than the promotion time. If you are planning to promote, follow the correct procedures.
6.1.6 – If someone notices any violation of the rules above, they are required to inform the promoter. If the promoter does not cancel the promotion, they are to submit a complaint form.
6.1.7 – The only exception to the rule above is if someone disconnects. They must post evidence on the #dc-proof channel on Discord.
6.1.8 – The maximum number of promotions in a row to the same person is 2 unless there is nobody else around.
6.1.9 – When promoting someone to 1st Year, 2nd Year, 3rd Year, or 7th year, or promoting because of a transfer, the promoter must train the person according to the Ministry’s training program.

6.2.1 – The promoter must call “Attention” or “ATT”. The person being promoted must stand in front of them and wave. After that, the promotee should remain silent until they are dismissed. If the promotee does not respond within three minutes, they will be bopped, and their time will be reset.
6.2.2 – Promotions must be carried out loud. Members not involved should remain silent and not disturb the promotion. Members are not allowed to randomly or inappropriately call Attention.
6.2.3 – Promoters are responsible for properly logging any promotion or training. Promoters must give a valid reason for promoting whilst they log.
6.2.4 – Promoters are responsible for addressing the proper motto that the promotee should wear.
6.2.5 – After the promotion ends, the promoter must call “At Ease” or “AE”. When this command is called, the promotee should return to their seat, thus ending the procedure.

7. Civil Code

7.1.1 – Violation of The Habbo Way: The Habbo Way outlines key rules and expectations for users on the platform. These include prohibiting activities such as scamming, the use of scripts, and having an account for users under the age of 13. These regulations are in place to ensure a safe and enjoyable environment for all users.
7.1.2 – Trolling: Trolling refers to disruptive behavior, including ignoring instructions from higher-ranked staff, dancing in restricted areas, spamming, flooding chat, and deliberately breaking agency rules. Such actions are meant to cause disturbance or annoyance to other users. While political discussion is not inherently against the rules, it must be kept private and not conducted in base or public channels to avoid disruption.
7.1.3 – Harassment: Harassment involves repeated, unwanted contact that causes alarm, annoyance, or emotional distress. It includes actions that demean, humiliate, or embarrass others and is characterised by behaviour that lacks social or moral reasonableness.
7.1.4 – Double Jobbing: Double jobbing refers to being employed by multiple organisations or holding multiple accounts at MoM simultaneously, whether on Habbo, its affiliated hotels, or any retros. However, this rule does not apply to roleplay groups or non-paying groups that are not recognised as working agencies.
7.1.5 – Hate Speech: Hate speech involves using derogatory or offensive language directed at an individual based on certain characteristics. This includes, but is not limited to: Racism, ethnic, and cultural discrimination; Homophobia, transphobia, and gender identity discrimination; Sexism; Religious discrimination. Such behaviour is not tolerated and is considered a violation of agency rules.
7.1.6 – Insubordination: Insubordination occurs when an individual refuses to follow instructions from someone in a higher position or authority. It can also involve mocking, insulting, disrespecting, or engaging in inappropriate behaviour towards a higher-ranked member. This rule can only be overturned if insubordination results from an abuse of power by the higher-ranking individual. In such cases, proper reporting procedures must be followed, including notifying the Magical Law Enforcement department or using their reporting resources.
7.1.7 – Disrespect: Disrespect refers to behaviour that shows a lack of regard for a member, regulation, custom, or authority.
7.1.8 – Defamation: Defamation involves making false or damaging statements, either orally or in writing, about someone that unjustly harms their reputation.This can include calumny, vilification, libel, slander, or traducement.
7.1.9 – Treason: Treason involves actions that harm The Ministry or disrupt its operations. Examples include, but are not limited to, damaging rooms or documents, engaging with mafia organisations, raiding, poaching, or stealing. Such acts are considered severe violations.
7.1.10 – Sexual Violence: Sexual violence refers to any sexual act or attempt to force or coerce someone into a sexual act. It also includes actions aimed at trafficking a person or those directed against an individual’s sexuality.
7.1.11 – Sexual Harassment: Sexual harassment is a form of harassment that involves sexual overtones, whether explicit or implicit. It includes any unwelcome or non-consensual offer of rewards in exchange for sexual favours. Sexual harassment can range from verbal misconduct and torment to pressure, sexual abuse, or assault. Consent can be withdrawn at any time.
7.1.12 – Illegal Warfare: Illegal warfare refers to actions such as virtual attacks on individuals or organisations, obtaining personal information without consent, doxing, DDoS (Distributed Denial of Service) attacks, DoS (Denial of Service) attacks, and phishing. These actions are prohibited and illegal.
7.1.13 – Conduction of Base Operations While Under the Influence: Base operations must not be conducted while under the influence of alcohol, drugs, or any other substances that may impair behaviour and judgment. Base operations include tasks such as filling stations, hosting training sessions, promoting, and carrying out departmental duties. It is also advised that members refrain from participating in The Ministry’s operations while under the influence.
7.1.14 – Blackmail, Bribery, and Extortion: Blackmail and extortion typically involve obtaining money from a victim through threats or intimidation. In contrast, bribery involves offering money to another party in exchange for favours or actions. While blackmail and extortion are focused on coercion, bribery involves an exchange where the bribing party benefits.
7.1.15 – Cruelty: Cruelty involves taking pleasure in causing harm or failing to act to prevent suffering when a clear solution is available. It can be related to sadism, where harm is inflicted for personal satisfaction. While violence may be involved, cruelty does not require physical violence to be considered harmful.
7.1.16 – Discrimination: Discrimination is the unjust treatment of individuals based on their perceived membership in specific groups, classes, or categories. It involves making unfair distinctions between people without valid reason.
7.1.17 – Abuse of Power or Authority: Abuse of power occurs when an individual misuses their position of authority to exploit others or act beyond their granted privileges. Examples include: Bullying or harassment; Requesting personal favours or errands from members; Pressuring members to distort facts or break rules; Hindering a member’s ability to work effectively (e.g., by restricting access to information or resources); Using authority for personal gain or benefit.
7.1.18 – Abuse of Privileges: Abuse of privileges refers to the wrongful misuse of power or authority in one’s duties, either to the detriment of others or for the personal benefit of the individual in power.
7.1.18 – Disclosure of Confidential Information: A person entrusted with confidential information must not use or share it without permission. Unauthorized disclosure or use of such information may lead to disciplinary action for breaching confidentiality.
7.1.19 – Obstruction of Justice: Obstruction of justice refers to corrupt actions that threaten, oppose, or impede the proper administration of justice. This includes any efforts to influence or hinder the legal process through various means of communication.
7.1.20 – Dishonesty and Malicious Intent: Dishonesty involves acting without honesty, such as cheating, lying, deliberately withholding information, or being deceptive. It reflects a lack of integrity, trustworthiness, and moral principles. Malicious intent refers to acting with the deliberate intention to cause harm, without legal justification.
7.1.21 – Bullying: Bullying involves the use of force, coercion, hurtful teasing, or threats to abuse, dominate, or intimidate others. This behaviour is typically repetitive and habitual.
7.1.22 – Cheating: Cheating refers to actions aimed at breaking rules to gain unfair advantages. This includes bribery, cronyism, and nepotism, where individuals are given preference based on inappropriate or unfair criteria.
7.1.23 – Absence: Absence in violation of Regulation 4 will lead to a division demotion upon reinstatement.

8. Punishments

Magical Law Enforcement Authority: The director and overseers of Magical Law Enforcement & The Aurors Office can impose punishments based on specific cases.

Foundation Discretion: The Foundation may issue punishments as deemed appropriate.

Undersecretary Authority: Undersecretaries can discharge members for violations of Articles 1, 2, and 6, but must submit evidence to the MLE department using the proper form.

Strike System:
Strikes progress as follows: Strike 1 – Warning, Strike 2 – Division demotion, Strike 3 – Discharge. Strikes 2 and 3 can be issued without prior strikes, based on the offense.
Verbal Warnings may be given out depending on the severity of the rule break or for first time offenders.
Additional Disciplinary Action: Violating any Code of Conduct or Discord Rules may result in punishment, including removal of badges, removal from Trial iC, and other listed penalties.

Expiration of Disciplinary Actions:
Verbal Warning – Removed after 1 week.
Strike 1 – Removed after 1 month.
Strike 2 – Removed after 1 1/2 months.
Strike 3 – Can be appealed on a case by case basis granted by Foundation or MLE. Minimum wait time of 2 weeks, however the option to appeal is not guaranteed.
MLE and the Foundation Team can make some exceptions to above structure depending on the situation.

Punishment Lists

Do Not Transfer (DNT): Individuals on the DNT list are prohibited from transferring to The Ministry, though they can join as recruits.

Do Not Hire (DNH) / Never Rehire (NR): Those on these lists are banned from joining The Ministry under any circumstances.

Ban on Sight (BoS): Individuals or organisations on this list are banned from The Ministry’s platforms and premises.

Mafia and Illegal Groups: All members of mafia organisations or illegal warfare groups are automatically placed on the BoS list.

National Punishment (NP): The highest level of punishment, where listed individuals are enemies of The Ministry and must not be contacted.

The MLE & Foundation Team reserves the right to add, remove or edit the status of a member on, out or between the lists with our prior notice or consent from the other party. The Foundation Team is the only authority with power to add any user to these lists.

9. Retirement

9.1 – A member is eligible for retirement once they reach 3 months of continuous service at The Ministry (LOA days are not included) and must be in the 5iC rank or above for a minimum of 2 months (LOAs are not included in the final count). They also must have carried out their responsibilities, such as collecting elective points and submitting monthly reports within the same 3 months.
9.2 – Any member who wishes to retire must reach out to a member of the Order of the Phoenix.
9.3 – Members must inform their respective office director and/or overseer and the Foundation before applying for retirement.
9.4 – Upon receiving approval for retirement, members will obtain the retired badge, which allows them to have free access to the Ministry.
9.5 – While in any of the Ministry’s official communication platforms or base, retired members must abide by all rules and guidelines and wear the retired badge at all times. Any retired member found breaking any rules or guidelines may be subject to the removal of their retirement status. If a retired member wishes to return to The Ministry, they will be subject to The Ministry’s Foundation analysis for reinstatement. If a retired member is discovered to have joined another agency, they will lose their retired badge and status within the Ministry.

10. Leave of absence

10.1 – Any member of The Ministry may not exceed 20 days of account inactivity. This is lowered to 15 days for members ranked Magical Creatures/Dark Enchanters and above and 7 days for members ranked Dis/Honourable Wizard/Witch (5iC) and above.
10.2 – Founder/Ministers’ offline time on Habbo must not exceed 72 Hours. However, if the Founder/Ministers’ have been active on Discord within this 72 Hours, then their offline time must not exceed 5 Days. “Active on discord” is subject to the Ministers’ discretion and will be evaluated each time a Minister/Founder is found to be exceeding the 72-hour rule.
10.3 – Members ranked honourable Wizard/Witch (5iC) and above are required to provide Order of the Phoenix with at least 5 days’ notice before their LOA commences.
10.4 – Being absent without a leave on the terms of Article 1 are grounds for discharge.
10.5 – A total of 20 days of leave may be given to all members. A total of 35 days of leave may be given only to members who have been in the Ministry for at least one month. Members can only take an LOA for 3 months per year, with at least 1 month in between. Members of the Foundation are exempt from this policy.
10.6 – Members found regularly active in base and on Discord during their leave may have their LOA revoked.
10.7 – Members are required to request an LOA if they are to be inactive for more than 20 days, 15 days for members ranked Magical Creatures/Dark Enchanters and above, and 7 days for members ranked Honourables (5iC) and above.
10.8 – If your leave of absence duration is 7 days or less, you will not be able to return anytime before the 7 days are up. If your leave of absence duration is longer than 7 days, you’ll be able to return within 4 days of starting your LOA if needed.
10.9 – To request a leave, you must go onto The Ministry’s Portal, locate the Leave of Absence page, and apply for leave. A leave can only be requested if 14 days have passed since the previous LOA ended. This article can be overruled by the Foundation at their discretion.
10.10 – Before applying, members are required to request the LOA badge owned by MoM-RC on Habbo. Once the LOA is approved, members are required to add “LOA” onto their motto. Members on LOA are required to request the LOA role on Discord. Members are required to inform their department command team if they are going on leave.
10.11 – Every Ministry member is entitled to a 48-hour grace period to return after their LOA end date. If you fail to return after your LOA has ended, you will face consequences. Under some circumstances, exceptions regarding leave of absence can be made by Order of the Phoenix and Foundation.

11. Resignation

The resignation policy applies to ministry members ranked Magical Creatures/Dark Enchanters and above who would like to terminate their employment at The Ministry without retirement, are transferring to another agency, or leaving MoM for any reason. All members ranked Magical Creatures/Dark Enchanters and above who wish to resign are required to fill out the resignation form.

11.1 – Members are required to inform their Department Commands of their resignation so that vacancies can be filled before they resign.
11.2 – Members must inform a member of the Foundation Team/OOTP and notify them of their resignation. Members must leave all of their MoM main, rank, and department badges.
11.3 – Members occupying iC positions or command positions in an office that fails to abide by the resignation policy will have a division demotion upon reinstatement, if ever, and a strike 1 logged.
11.4 – Members ranked Undersecretaries and Chancellors (1iC & 2iC) are required to inform the Foundation of their resignation 7 days prior. If not followed, this may result in a strike 2 logged and a division demotion upon reinstatement.
11.5 – Members ranked below Magical Creatures/Dark Enchanters are not required to fill out the resignation form; however, they are encouraged to do so.

12. Foundation Advisor

Foundation Advisor is an esteemed position within the Ministry of Magic that recognizes the expertise and contributions of retired Foundation and Minister individuals. This role is given to these honorable individuals who wish to maintain minimal activity within the ministry while providing substantial advisory to the current Foundation of MoM.
Requirements: Must have held a Foundation or Minister Rank for a consecutive period of at least one month; Must have made substantial and relevant contributions during their active service as Founders (Ravenclaw Founder, Gryffindor Founder, Hufflepuff Founder, Slytherin Founder) and Ministers (Minister for Magic, Enchantress of the Ministry, Sorceress of the Ministry, Archmage of the Ministry); Applicants must not have a pending Leave of Absence (LOA) when submitting their application and should have resumed regular activity within 7 days following the conclusion of their last LOA.
Conditions are as follows: Foundation Advisor is not an official rank of the Ministry; therefore, they do not have any authority or decision-making power in the daily operations of the ministry. The Foundation Advisor role only allows retired Ex-Foundation and Ex-Ministers to contribute as advisors where: Foundation Advisors are allowed to offer guidance and expertise in their respective fields to help the current Foundation and Ministers make informed decisions; Foundation Advisors may provide mentorship to newly elected Founders, offering support, advice, and encouragement as they transition to their progress as Foundation; Foundation Advisors may assist in building and expanding networks, connecting the Ministry with valuable Agencies outside of the Ministry.
Despite not being an official rank, Foundation Advisors are still required to uphold the rules and standards of MoM

12.1 – Upon retirement, they will be designated as “Retired” for rank purposes. All admin rights, room rights, and obtained rank badges will be revoked. Additionally, the advisor will also be disassociated from any departmental position.
12.2 – Any current Foundation or Minister who wishes to step down as Foundation Advisor must directly contact the current Ministers regarding their retirement decision
12.3 – If a Foundation Advisor chooses to return to an active role, they will receive a one-division demotion to the 1iC position.
12.4 – If a Founder Advisor wishes to reinstate to their previous Foundation role, they must inform all current Ministers, and a comprehensive discussion regarding the member’s decision will be initiated.

13. Hiatus

Hiatus is the act of relinquishing one’s rank and duties for a rather long period. This is often considered the last resort when a High Wizard or Witch needs to take a break from Habbo with the intention of returning within the same year.

13.1 – Must be 5iC+ to request hiatus.
13.2 – Must have been working at the Ministry for at least 2 months (time on LOA not included).
13.3 – Must have no active warning or strike or have received one in the last 2 months.
13.4 – Must have completed your monthly EP quota and submitted your elective tasks for at least three months. Note: Exemptions may be made for this requirement on a case-by-case basis. Please discuss with OOTP.
13.5 – You may take hiatus for no longer than 180 days.
13.6 – You must inform the iCs of all departments you are in before you go on hiatus.
13.7 – As long as you return from hiatus on time, you will not receive a demotion. However, should you be a member of OOTP or a Foundation Representative, you are not guaranteed your position back in either of these special units – you are simply guaranteed a 1iC rank.
13.8 – After your hiatus begins, your badges, roles, and drive access will be suspended.
13.9 – Once you have returned, you cannot take LOA for 2 months.

Note: Hiatus requests are discussed between Foundation and the Hiatus Overseer, who is currently the Arch Order. If you apply for hiatus as the Arch Order, the decision will be made by Foundation.

14. Pay Policy

All Rules and Regulations related to Pay or Remuneration is regulated by the Department of Goblinary Finance Command Team with assistance from the Foundation Team.

All users with RR are expected to use it in a responsible and controlled manner. Although the use of RR is down to the individual’s discretion, here are some general guidelines on how it should be used:

14.1.1 – RR users must specify in their respective channel the reason for muting or kicking anyone from the room included with the format (Habbo username > Reason > Kick/ban/mute).
14.1.2 – Valid Reasons for these moderation actions include: Trolling activities Disrespectful activity towards others Violating established BOS/NP protocols Demonstrating non-compliance with the CoC.
14.1.3 – Room moderation actions must be logged within the designated moderation log in the Discord channel. This includes actions that involve warnings, mutes, kicks and bans. This log must follow the given format and include efficient evidence and information.
14.1.4 –Room moderation actions should follow similar formats to disciplinary actions. Users are expected to give verbal warnings and declare their intent to mute, kick or ban before proceeding with the action.
14.1.5 –Although the usage of moderation tools is subject to the discretion of the room rights holder, actions taken should be rational to the severity of the offense.
14.1.6 –Room Rights holders are not to abuse their privilege. Infringing on this rule is characterized as Abuse of Power
14.1.7 –Abuse of this privilege can be defined as, but is not limited to, the following examples: Usage of Room Rights to disrupt normal base operations (events, pay, promotions etc.) Excessively moving or rotating furniture Trashing the base by moving or ejecting furni deliberately Purposely breaking the wired systems Adding non-permanent furni to base without ejecting after use Kicking banning, or muting without a justifiable reason.
14.1.8 –If furni is accidentally removed from the base, this should only be replaced by the ejecting user’s own furni as a temporary fixture. Notify a member of the Foundation team to replace the furni on the MoM-RC account as soon as possible.
14.1.9 –If furni is accidentally moved in base and cannot be fixed by the user, the team must be notified on the respective Room-Rights Discord channel. Room Rights holders should contact a member of the foundation team for this if furni needs to be fixed which involves stacking.
14.1.10 –Room Rights holders are not to abuse their privilege. Abuse of this privilege can be defined as but is not limited to: excessively rotating furniture, deliberately moving furniture, kicking, banning, muting without proper reason.

Badge Admins are responsible for accepting badge requests and removing badges from members where necessary
